It's kind of sad that these days when America makes plans like this it gives more of an impression that they've just given up on the future of this planet.

Nasa has announced plans to build a permanent base on the moon by 2024 - raising the prospect of a manned space flight to Mars.

Is it me, or does that read like "NASA has opened a shopping mall in Greece, raising the possibility of bulk imports from China?"
